Following earlier momentum, Steering and Working Groups convened to address practical considerations like stile design and waymark specifications. Kent County Council authorised Rights of Way Officers to proceed with creating the 7-mile public path section that had been closed between Warehorne and Bilsington.
The project faced typical challenges securing adequate finances, with initial cost estimates rising. Ramblers demonstrated commitment through financial contributions: the national office provided £1,000, Kent Area added £500, and individual member donations reached approximately £2,600 — totalling roughly £4,000 in support.
Roger Lambert, the County Council's Access Recreation Officer, expressed appreciation for the contributions, noting the partnership with conservation organisations. He outlined a phased implementation plan spanning two to three years, with hopes to complete the entire project by 1996.
